Kukkiwon Regulations for Promotion Tests

Article 1 (Purpose)
The purpose of the Regulations is to provide the procedures of carrying out all levels of tests and their administration in order to issue the Kukkiwon (World Taekwondo Headquarters)-authorized Poom and Dan certificates, which is aimed at spreading the rationalized Taekwondo techniques and standardizing the Poom and Dan grades.
Article 5 (Right of Recommendation)
Submission of Dan/Poom (Black Belt) promotion test applications should be made via the president of the Member National Association (MNA)** of the WTF, who enjoys the right to recommend the applicants of Dan and Poom promotion tests.
* However, until the time when all requirements have been met by the national association, only those instructors recognized by the Kukkiwon shall be entrusted directly by the Kukkiwon to exercise the right of recommendation.

Article 19 (Sanctions)
The following acts shall be subject to sanctions by expulsion, deprivation of Dan certificates, suspension of rights, etc.:
Alternation or forge of Dan certificates.
Acts of conducting promotion tests by unqualified instructor.
Issuing Poom or Dan certificates by the name of own instructors or member national Association.
Article 20 (Geup Promotion Tests) *
The Instructor who holds 4th Dan or higher shall have the right to conduct a Geup promotion test and issue the Geup certificates by his name for his students. (Separate by-laws for Geup promotion tests apply).

** The WTF (World Taekwondo Federation) does not issue memberships to any individuals (schools, instructors, black belts etc.). The member National Association for the U.S., is the United States Taekwondo Union.
